from the General Federation of Women's Clubs, the Arkansas
Federation of Women's Clubs, and the Fortnightly Club of Hot

Springs, Arkansas (1901-1980).

Cash book and official postmaster's account and record books
containing summaries of disbursements, dead mail registers, and a
wide variety of administrative information. The volumes have been
numbered sequentially and chronologically arranged within three

Subseries 2. Superintendent of Construction records, 1901-
1903.
Letterpress book, contract, disbursing agent correspondence,
vouchers, account allocations and other forms pertaining to the
construction of the Hot Springs Post Office, 1897-1903. The
letterpress book was created by Ezra M. Cornwall, Superintendent
of Construction, and contains copies of all his outgoing letters
to contractors and city and federal officials. The disbursing
agent correspondence mostly pertains to the activities of Fred N.
Rix, the disbursing agent for the project. Other files pertain to
financial matters. Part of the contract in Folder 2 has been
removed to Hudgins Oversize Box 6. All have been arranged
chronologically at the folder level.

and other records pertaining to the general operation of the Hot
Springs post office and other Garland County post offices.

Letters, reports, ordinances, receipts, vouchers, accounting
information, and various other records created by various
agencies of the Hot Springs municipal, Garland County, and United
States government offices. Mary Hudgins collected the documents
from various sources and filed them within numerous topical
research files. The following arrangement is an attempted
reconstruction of the records original order by the issuing
office. These records have been arranged in subseries pertaining
to different government agencies. Unless otherwise indicated all
materials have been chronologically arranged at the folder level.
An asterisk indicates the material is oversize and has been
placed in Hudgins Oversize Box 6.
Subseries 1. Mayor's office records, 1889-1927.
Reports, letters, and other documents issued or collected by the
Hot Springs Mayor's office. The Mayor's office served as the
executive branch of the municipal administration. The documents
in this subseries concern a wide variety of civic departments and
functions, including special meetings of the city council and
relations with other municipalities and the federal government.

Subseries 2. City Manager records, 1918-1919.
Reports, letters, and other documents issued or collected by the
Hot Springs city manager's office. The municipal government of
the town changed to a city manager format in 1918 and the office
appears to have taken on some of the functions of the city clerk
and collector's offices in the reporting of disbursements and
collections.

Subseries 3. City Clerk's office, 1882-1939.
Reports, letters, financial and legal documents created or
maintained by the Hot Springs City Clerk's office. Charged with
the responsibility of maintaining the records of the municipal
government and encompassing the offices of city collector and
treasurer, the Clerk's office records pertain to almost every
branch of the city administration. Licenses for hotels, saloons,
billiard halls, drummers, vehicles, and other activities were
collected by this office with the exception of the city pound.
(The poundmaster's reports and dog tax collections were
maintained by the police department.) Reports from the Clerk's
department which summarize the collector and treasurers are in
folder 7; reports issued by the collector and treasure are in
folders 8 and 9 respectively. Folder 10 contains expense vouchers
that cannot be positively attributed to the police, fire, street,
or health departments. Election pledges, expense statements, and
oaths of office for all city officials other than those for
numbered improvement districts, whether administered by Garland
County or city authorities, have been gathered in folders 11-14.

Activity reports, payroll reports, contracts and expense vouchers
created or pertaining to the Hot Springs Fire Department. Aside
from the traditional duties, the fire department also inspected
buildings for compliance with safety and health regulations.
Contracts, receipts, and vouchers for fire equipment, other than
those than became subject to litigation within the city
attorney's office, have been placed in folder 19.
